Former president, vice-president, Minister of the Treasury and Vice-minister of Planning of Bolivia. He worked in the private sector in the USA for IBM as a systems engineer, and in his own country at the Banco Mercantil, as well as at mining and economic consultancies. He works with several international organizations, such as the Club de Madrid, Results for Development (R4D), Diálogo Interamericano, Humanitas360 and others. He graduated, summa cum laude, in Industrial Engineering from Texas A&M University, and later did a Master’s in Business Administration at the University of St. Edwards, Texas.
