Born in Bogota in 1966. He is a Law graduate from the University of the Andes with a PhD in Politics from the University of Oxford (UK), specializing in Public Opinion. He was an advisor to the Presidency of the Republic between 1991 and 1993 in the Ministry of Human Rights. Between 1993 and 1994 he served as an advisor to the Minister for Foreign Affairs. He was a United Nations observer at the 1994 presidential election in South Africa. In 1996 he was the Executive Director of the Ibero-American Market Research Consortium, CIMA. He was later Communications Advisor to the Álvaro Uribe Vélez campaign for the 2002 elections and then Presidential Advisor in Communications, between 2002-2006.
