Carlos Moreno is an internationally renowned researcher. Born in Colombia in 1959 and based in France since 1979, he is currently an Associate Professor at Panthéon-Sorbonne University, IAE Paris, where he is the Scientific Director of the Entrepreneurship–Territory–Innovation Chair. Carlos Moreno’s contributions are internationally recognised for their originality and have been incorporated into numerous local governance and urban regeneration projects in France and around the world. He acts as an adviser to national and international figures. His concept of the 15-minute City / Half-hour Territory, which originated in Paris, has spread around the world as a new urban and territorial approach incorporating chrono-urbanism, chronotopia and topophilia.
