PhD in Social Sciences from the Universidad Mayor de San Marcos. Master's degree in Sociology from the Pontificia Universidad Católica del Perú (PUCP). D. studies in Political Science at the University of Heidelberg (Germany). Senior Lecturer in Political Science at the PUCP. He was Head of the National Office of Electoral Processes (ONPE), Director of the Institute of Public Opinion of the PUCP, member of the Consultative Commission of the Constitutional Commission of the Congress and chaired the High Level Commission for Political Reform (2019). He was head of the OAS Observer Mission in Mexico (2022). He has written several books and chapters in books and academic journals. He has contributed to the most important newspapers in the country.
