Fernández has been a lecturer for over 50 years, with 40 of those years teaching at the FCPS, UAQ, primarily in Political Theory. He also served as the head of that faculty. His publications have focused on electoral studies, transparency, and opinion and popular journalism. He studied Philosophy, Social Sciences and Political Sociology at ITESO in Guadalajara and at the Ibero in Mexico City. Now retired, he continues to teach at the faculty and work on public outreach and continuing professional development courses. He has worked as a public administrator, carried out opinion polls and public policy evaluations, and has appeared on radio and television. He also spent many years working in social development in rural areas, in the suburbs of Mexico City and Guadalajara, and with independent trade unions.
