He is a political scientist specialising in sub-national governments, mainly in southern Peru. He studied Law and has a Master's degree in Political Science and Government from the Pontificia Universidad Católica del Perú, and studied at the School of Literature and Linguistics of the Universidad Nacional de San Agustín. He also holds a Master's degree in Public Policy from the London School of Economics and Political Science in 2022, where he was a Chevening Scholar. He has been professor and researcher of Political Science at the Universidad Católica San Pablo and at the Universidad Católica de Santa María. In addition, he has been founder and Director of the Annual Congress on the Arequipa Region (CARA). He is a political columnist for the newspaper El Comercio and has a Tribuna in the Spanish newspaper El País, and is a contributing columnist for Americas Quarterly.
