Civil Engineer with a Master’s in Mathematics Teaching; both degrees taken from the Universidad Autónoma de Querétaro. He has a speciality in Politics and Educational Management from FLACSO México. He has worked as a lecturer at the Universidad Autónoma de Querétaro. Founder of the Querétaro State Polytechnic University, he chaired the CONACYT- Querétaro State Government Fund for the Promotion of Scientific and Technological Research. Querétaro State Director of Education, State Technological Education Coordinator and General Manager of CONALEP. He has represented the Secretariat of Education before various educational institutions (COBAQ, UTEQ, CONCYTEQ, ICATEQ and others); and has been National Regulation Coordinator of the Higher Technological Education Communal Space. Rector of the Querétaro Technological University and Executive Coordinator of the State Commission for Higher Education Planning (COEPES) from October 2015 to March 2018. From 1 April 2018 he has been head of the Querétaro State Education Department and Chairman of the State Commission for Higher Education Planning (COEPES).
