Lawyer with a Master’s degree in Education and International Cooperation. Coordinator of the Horizons Rural Secondary Education Programme implemented by UNESCO, Lima. Lecturer on the Master’s programme in Education at the Antonio Ruiz de Montoya University. He has been a member of the National Council of Education 2014-2020, Coordinator of the Peruvian Network of Education Managers, EDUGESTORES, and Vice-Minister for Educational Management. In the academic field, he has been Director of the Institute of Educational Research and Policy at the Antonio Ruiz de Montoya University, lecturer on Master's programmes at that University, the Pontificia Universidad Católica and the Cayetano Heredia University. He is Director of the UNESCO Horizons Programme, provides technical assistance to the Reimagina initiative, and was part of the team of experts that contributed to its design, and currently monitors the advisors for change in rural areas.
